Langley has four levels of government at your door: the City or the Township, the Province, Ottawa and a handful of agencies like ICBC. Most of the time the hard part is just knowing which one does the thing you need. Find your task below, then check the office notes.
Not sure if you’re in the City or the Township? Start with City vs. Township.

The offices
Service Canada (federal)
Suite 102, 8747 204 Street, in Walnut Grove. Monday to Friday, 8:30 am to 4 pm, with free parking. The office lists SIN applications, passports, biometrics and help with EI and federal pensions.
Passports. Langley offers the standard service: 20 business days to process, then mailing time on top. Since March 31, 2026, an adult 10-year passport costs $163.50, a 5-year passport $122.50 and a child’s passport $58.50 when you apply in Canada. Faster urgent or express service is handled at specific passport locations, so check IRCC’s instructions if you’re in a hurry. Book online and bring the finished form and documents to your appointment.
ICBC Langley Willowbrook (driver licensing)
Unit J7, 19950 Willowbrook Drive. It’s in the corner plaza, not inside the main mall. Open Monday, Tuesday, Thursday, Friday and Saturday 8:30 am to 4:30 pm, Wednesday 9 am to 4:30 pm, closed Sunday. Phone 1-800-950-1498. Bring two pieces of accepted ID. Road tests need a booking. Driving records and address changes can be done online, no visit needed. Vehicle transfers and registration go through an Autoplan broker, not ICBC.
MSP and the BC Services Card (provincial)
Apply for MSP online; it’s free. Adult citizens and permanent residents then finish enrolment by getting a photo BC Services Card at an ICBC driver licensing office. The Surrey Service BC office (200 – 10470 152 Street) lists only a few services, such as card account setup and BCeID, so do MSP online and save yourself the drive.
Certificates
Order birth, marriage and death certificates online from the Province. A BC birth certificate is $27 by regular mail and takes about four to six weeks once they have everything they need. A marriage licence is $100 from a licence issuer.
City of Langley
City Hall, 20399 Douglas Crescent, Monday to Friday 8:30 am to 4:30 pm, 604-514-2800. For building permits and business licences, email [email protected] or call 604-514-2804. Tax questions go to [email protected] and utility questions to [email protected]. Copies of old building permit records need a freedom of information request.
Township of Langley
Civic Facility, 20338 65 Avenue, Monday to Friday 8:30 am to 4:30 pm, closed statutory holidays, 604-534-3211. Building permit questions go to [email protected] or 604-533-6018, and in-person permit applications are taken until 3:30 pm. Every Township business, home-based ones included, needs a licence; give a new or moved business at least 30 business days. Tax statements are in MyTownship. More on permits is in How a development gets approved.
Starting a business is two separate steps: register it with BC Registries, then get the municipal licence. Our business resources page has more.
Langley RCMP
The main detachment, 22180 48A Avenue, handles criminal record checks, fingerprints, police certificates and vulnerable sector checks. General service hours are Monday to Friday 8 am to 8 pm and weekends 10 am to 6 pm (fingerprint appointments may differ). Bring two government-issued IDs, one with a photo. Phone 604-532-3200. More in our RCMP explainer.
Income assistance
The Langley income assistance office is at 5753 Glover Road, Monday to Friday 9 am to 4 pm (closed noon to 1 pm). Most things can be done online through My Self Serve, or call 1-866-866-0800.
Family and court help
The Langley Family Justice Centre (Building 100, 120 – 20434 64 Avenue, 604-501-3100) gives free help with parenting arrangements, guardianship and support. It’s in person Monday to Wednesday and virtual on Thursday and Friday, so call before you drop in. It also handles Early Resolution Registry services for the Surrey Provincial Court family registry. That courthouse is at 14340 57 Avenue in Surrey, registry hours weekdays 9 am to 4 pm, 604-572-2200. For general court-process questions, the Province runs a free virtual counter by video or phone.
