Ask three people where Willowbrook starts and ends and you’ll get three answers, and none of them will be wrong. It’s the name of a mall, a bus exchange, a Township planning area and, soon, a SkyTrain station, but it isn’t one tidy neighbourhood with a sign on the corner. What it reliably is: the place Langley goes shopping. Living near it means short trips for groceries and a lot of buses at your door. It also means busy roads, and a few years of construction before the train arrives.
Where is Willowbrook, and which municipality is it in?
The shopping district sits around Fraser Highway and 196 Street, runs east along the Langley Bypass and Fraser Highway to 200 Street, and stretches north to the big-box stores along 64 and 66 Avenue. Willowbrook Shopping Centre is at 19705 Fraser Highway.
The City of Langley and the Township of Langley meet right in the middle of it. The boundary cuts through the mall site, and it doesn’t follow the Bypass or 200 Street, so the old rule of thumb doesn’t work here. If it matters to you (property tax, parking rules, which council you vote for), check the exact parcel on the Township’s GeoSource map or the City’s zoning map. Our City vs Township explainer covers what changes either side of the line. West of 196 Street you’re in Surrey, and some “Willowbrook” businesses have Surrey addresses.
| Part of the area | Municipality | What it’s like |
|---|---|---|
| Mall, Willowbrook Drive, 196 Street corner | Both (line runs through) | Shops, buses, construction. Very few homes |
| Langley Meadows, 196 to 200 St and 64 to 68 Ave | Township | Settled houses and townhomes, own school and parks |
| East of 200 Street, 64 to 68 Ave, out to the Willowbrook Connector | Township | Newer condos and townhomes, Save-On-Foods, Costco, Walmart, the library |
| South of the Bypass: Nicomekl, Brydon Crescent, 200 Street, 53 to 56 Ave | City | Apartments, rental buildings, river trails |
We call the 64 to 68 Avenue strip east of 200 Street “the Connector pocket” to keep things clear, but that’s our label, not an official neighbourhood name. “Willoughby Heights” turns up in property searches too; the Township has no plan with that name, so go by street address.
How big is it, and who lives here?
There’s no clean Willowbrook-only count, because Census areas don’t follow this name and the district straddles two municipalities. These are the municipal figures for context only, and they’re from the 2021 Census as published in Metro Vancouver’s 2025 Housing Data Book:
| Langley City | Langley Township | |
|---|---|---|
| Population, 2021 | about 28,965 | about 132,600 |
| Growth since 2016 | 11.9% | 13.1% |
| Median age | 41.2 | 40.8 |
| Own / rent | about 63% / 37% | about 82% / 18% |
The Township says it passed 150,000 residents in 2025. None of these numbers describe a typical Willowbrook household. If anything, the City side skews towards apartments and renters and the Township side towards families in houses and townhomes.
What has changed, and what’s next
The mall opened in 1979 and the Township’s 1991 community plan already described the Langley Meadows subdivision and the shopping district. The next chapter is bigger. Surrey Langley SkyTrain construction at 196 Street and Fraser Highway was underway through 2026, with the Province targeting late 2029 for passenger service. The Township has designated a transit-oriented area around the station, and two tower applications on Willowbrook Drive were still active at the end of October 2026. Applications aren’t approvals, though, and the Township’s own Willowbrook plan update is paused over airport height limits. Details are on our housing page and the Willowbrook pros and cons.
Everyday life in a paragraph each
Homes. A mix: houses and townhomes in Langley Meadows, a 211-home condo and townhome community (Township Commons) east of 200 Street, and City rental apartments such as The Lincoln and Capstone to the south. See buying and renting.
Schools. Which school your child attends depends on the address, and the City and Township sides feed different middle and secondary schools. Several nearby schools are close to capacity, and the district is changing some boundaries in September 2027. Start with our schools page.
Getting around. Frequent buses along Fraser Highway and 200 Street (the 503 runs every 6 to 12 minutes at peak), less frequent loops through the residential streets, SkyTrain at King George today and at 196 Street in a few years. Getting around includes a parking section, because the rules differ by side of the line.
Parks. Langley Meadows Park, Meadows Edge and Willowbrook Park on the Township side; Brydon Park, Brydon Lagoon and the Nicomekl trails in the City. There’s no indoor pool in the immediate area. Parks and recreation.
Shops and services. Two grocery anchors, Costco, Walmart, a hardware store, an urgent and primary care centre on 64 Avenue and the Muriel Arnason Library. The hospital is a drive away in Murrayville. Shops and services.
Who it suits, and who might find it harder
It tends to work for people who run a lot of errands and want them short, for transit users heading along Fraser Highway, and for buyers who like condos and townhomes near services. Families who want a settled pocket with a school and trails will find that in Langley Meadows.
It’s harder if you want quiet frontage or acreage, if you rely on one of the less frequent bus loops, or if you need guaranteed parking for two vehicles, a boat or an RV. Someone who needs a predictable arrival time in downtown Vancouver should time the trip themselves before signing anything.
Good to know before you move
- The municipality changes within a few blocks. Check the parcel before you assume tax rates, bylaws or parking rules.
- Construction around 196 Street and Fraser Highway is continuing, and station-area notices change often.
- School assignment is by address, and several nearby schools are at or near capacity. Confirm the exact catchment in the district’s locator.
- A tower application is not a tower. Ask the municipality for the file number’s status before you pay a premium for a view or a future station.
- Rents and prices below are regional figures, because neighbourhood-level numbers for a district that spans two municipalities don’t exist yet. Pros and cons has the full picture.
